- What is Extended Producer Responsibility (EPR)?EPR is a policy approach that makes producers responsible for the end-of-life management of the products and packaging they place on the market.
- Who is AFM?AFM (Administrația Fondului pentru Mediu) is the Romanian authority that receives EPR declarations and manages the national Environmental Fund.
- What is an OIREP/PRO?An OIREP/PRO is a producer responsibility organization that collectively manages collection and recycling obligations on behalf of its member producers.
- Do I need a local Authorized Representative?Yes, in most cases — and this isn't a future rule. Romanian law already requires it today: OUG 92/2021 on the waste regime, Art. 12(12)-(13), obliges any producer established in another EU Member State or a third country to appoint a Romania-established Authorized Representative for its extended producer responsibility obligations. The EU's PPWR (Regulation (EU) 2025/40, Art. 45) adds a parallel EU-wide requirement for packaging specifically from 12 August 2026, but for Romania the underlying obligation predates it by years.
