EPR in Romania

Producers placing packaging on the Romanian market must register and report under the Packaging & Packaging Waste Regulation (PPWR).

Producers of batteries, or products sold with batteries, must register and contract with a battery take-back organization.

Producers of electrical and electronic equipment must register and arrange take-back for end-of-life devices.

What is Extended Producer Responsibility (EPR)?
EPR is a policy approach that makes producers responsible for the end-of-life management of the products and packaging they place on the market.
Who is AFM?
AFM (Administrația Fondului pentru Mediu) is the Romanian authority that receives EPR declarations and manages the national Environmental Fund.
What is an OIREP/PRO?
An OIREP/PRO is a producer responsibility organization that collectively manages collection and recycling obligations on behalf of its member producers.
Do I need a local Authorized Representative?
In most cases, yes — foreign producers without a Romanian establishment must appoint a local Authorized Representative to handle EPR obligations.
