Foreign companies (EU and non-EU) selling packaged goods, batteries, or electrical and electronic equipment in Romania are generally required to appoint a local Authorized Representative. For packaging, this is already a requirement under Romanian law today (OUG 92/2021, Art. 12(12)-(13)), not only from the EU's PPWR deadline of 12 August 2026.

We cover the three main obligations for producers selling in Romania: Packaging (PPWR), Batteries, and Electrical & Electronic Equipment (EEE/WEEE).

We assess your obligations, then register you the way Romanian law currently requires. For Packaging, registration happens simply by filing your first monthly declaration with AFM (Administrația Fondului pentru Mediu) — there is no separate "registration number"; AFM confirmed this to us directly in September 2026, and publishes the official list of registered operators under Art. 16(3) of Law 249/2015. For Batteries and WEEE, registration goes through the relevant ANPM registers, and we also arrange your contract with an OIREP/PRO organization where relevant. We track the upcoming EU-wide PPWR packaging register (Art. 44) — not yet operational, since the European Commission's implementing act defining its format is still pending — and will register you there as soon as it launches.
