Common questions about Packaging & PPWR compliance
- What counts as packaging under PPWR?Any packaging you place on the Romanian market — primary, secondary or tertiary — falls under EPR packaging obligations, including e-commerce shipping packaging.
- Do I need to register even with low volumes?Yes. There is no minimum-volume exemption under Romanian law — your first shipment onto the Romanian market is already reportable. AFM does not issue a separate packaging registration number today; registration happens by filing your first AFM declaration, and AFM publishes the list of registered operators on its own website (Legea 249/2015, Art. 16).
- What is an OIREP/PRO organization?An OIREP/PRO is a producer responsibility organization that manages collection and recycling obligations on your behalf, under a contract we help set up.
- Is there already an EU-wide PPWR packaging register?Not yet. PPWR (Regulation (EU) 2025/40, Art. 44) gives each Member State 18 months from the European Commission's implementing act on the registration format to stand up its national register — and that Commission act (due 12 February 2026) has not been adopted yet. AFM confirmed to us directly that Romania's national PPWR register is still being set up. We track this closely and will register you the moment it's live.
